Every feature is a plugin, grouped by what it does.
A Burton feature is a plugin: client routes and navigation, plus an optional HTTP API. The shell does not change when you add one. Enable, disable, and reorder in Settings → Plugins. Disabled plugins leave their data in place; routes and APIs return not found.
